I assume on the contrary if a cession of Kowloon, which is about 3 square miles in extent, and has a considerable native population, be obtained, it will be added to Hongkong, and the expense of providing police, Prisons, legal tribunals, and all the other establishments connected with the Civil Government of the place, as well as the cost constructing road and public works, will devolve upon this Colony, of which it will then form a part. Under these circumstances the land should be dealt with in the same way as the Crown Lands here, and after the reasonable requirements of Her Majesty's Naval and Military Services have been satisfied, the wants of the Colony should receive every consideration.

The Naval and Military Establishments in this Island are on a very extensive scale, having cost it is estimated about half a million Sterling. They consist of Barracks, Stores, Magazines, Arsenal, Hospitals and Dock yard, all in good
